Mr. Chou is QA/QC Personnel Development Manager at SR with nearly 40 years of domestic and international construction, engineering, and management experience; both in executive and non-executive capacities, managed projects, global procurement operating divisions by meeting or exceeding expectation. Fan possesses the ability to adapt and adjust quickly to meet immediate demands while building and motivating others in executing all tasks effectively. His global experience has enhanced his performance at all levels, such as turning around failing projects strengthening and reorganizing teams, global procurement, restoring customer confidence, and achieving profitability. Fan has restructured and lead a non-performing division into an international business with an average return of 18% EBIT and a growth rate of 20% overall in a six-year period.

As QA/QC Personnel Development Manager, Fan provides senior-level leadership in implementing and managing SR’s Quality Plan and the related operational procedures for the company’s projects. He helps develop the Project Quality Plan to ensure that projects are consistent with SR’s core values and incorporate our client’s quality specifications. Additionally, Fan develops and monitors performance targets for projects and staff to meet the quality, safety, budget, and schedule objectives.
